How E-SLIP Beneficiaries are selected

Who selects them?
  • A Community Task Team (CTT) selects target farmer groups. The CTT comprises:
  • MP (s) in a given district
  • DC for a given district
  • MFL field staff (LT, LA, VA)
  • MOA field staff (AA or BEO)
  • MCD field officers
  • Ministry of Commerce –cooperative development officers
  • Traditional leadership
  • Area lead farmers
  • CTT collects farmer group member registers and group identification documentation (Certificates).
  • The profiles are lodged at the MFL Camp, district, and or provincial offices

How many groups?
  • Community leaders need to select farmer groups with “success” in mind –too many might not always mean success.
  • Being a pass-on scheme based programme, farmer groups’ identification and selection is continuous.
  • No ceiling for farmer groups identification and selection but just staged –start with few groups easy to work with.
  • At least 20 members per farmer group but not more than 40 members per group

Livestock Packages
Cattle Beef
1 in-calf indigenous heifer(group of 20 heifers get 1 bull)
Dairy
1 in-calf cross bred heifer (group of 20 heifers get 1 bull)
Goats 5 in-kid does (group of 25 in-kid does get 1 buck)
Chickens 20 pullets (2 cockerels per 20 pullets)
Pigs 2 in-pig gilts (1 boar per 10 in-pig gilts)

Beneficiary farmer’s contribution towards Livestock package of choice
  • 10% of the value of livestock package of choice towards Animal Health Revolving Fund (AHRF)
  • Provide housing and security for the livestock package of choice
  • Provide labor for its care
  • Establish at least one (1) Lima of forage
  • Attend group capacity building events such as meetings/training and participate in other MFL activities

Attributes of a potential recipient farmer
  • The farmer must be rural poor, registered with the target group and paid up 10% AHR Fund
  • Attend meetings, trainings and agree to pass-on the gift
  • Must have land where he/she farms
  • Establish at least a Lima of forage (cattle and goats)
  • Show evidence of conserved feed for the livestock package
  • Must have access to water all year
  • Must have shelter for the livestock and provide healthcare
  • Must demonstrate availability of household labor

Pass-on program guide
  • Recipients of beef and dairy cattle shall pass-on the first one (1) year old heifer
  • Goats recipients shall pass-on a five (5) nannies at six (6) months of age
  • Pigs recipients shall pass-on two (2) gilts at 6 months of age
  • And chicken recipients shall pass-on 20 pullets at three (3) of age

Pass-on programme sustainability
  • Target farmer groups trained in livestock production as a business
  • Farmers trained in on-farm livestock feed production and feeding
  • Farmers trained animal healthcare including use of part of 10% AHR Fund to replace livestock packages lost due to causes beyond affected farmer’s control
  • Mechanisms for community-based extension support and monitoring in-built through trained and equipped CFs and Las/Vas
  • Each recipient farmer signs a contract with MFL that binds the farmer to comply with Dos and DON’Ts
  • Farmers are linked to market
